Densha de GO! Shinkansen Controller Fix :)

There was a post that I took part of, but now it was archived so I can't seem to comment there for some reason. But I hope anyone can still help me with this.
I purchased a shinkansen controller not too long ago. It's a used item and was declared untested so there was actually a risk of whether or not the controller is working. Fortunately, the controller is functional when I tested it (I have a copy of the Densha De Go Shinkansen game for PS2), though the brake isn't completely working, as it only go up to one step... Or something.
So, I opened the controller and checked the wirings and boards and stuff, they seemed fine and intact so I really wasn't sure what the problem was, so I did some research. I found somewhere in this forum one workaround is to clean to contacts and everything with isopropyl alcohol, but to no avail. Then there's one that said that you will need to replace the resistors or something, but sadly that is beyond my knowledge as I'm terrible with electronics.
I'm sharing a pic of the "brake" pcb board or whatever you call it, you can tell me what I need to buy and how to get this work, or, I dunno, give a step-by-step procedure or something... I'll probably find someone who knows soldering. Bottom line, I would really like to get this work without purchasing another controller... Hope someone can really help me.
